Context of 2 Samuel 5:9
7Nevertheless, David captured the fortress of Zion (that is, the City of David). 8On that day he said, “Whoever attacks the Jebusites must use the water shaft to reach the lame and blind who are despised by David.” That is why it is said, “The blind and the lame will never enter the palace.” So David took up residence in the fortress and called it the City of David. He built it up all the way around, from the supporting terraces inward. 10And David became greater and greater, for the LORD God of Hosts was with him. 11Now Hiram king of Tyre sent envoys to David, along with cedar logs, carpenters, and stonemasons, and they built a palace for David.

- Barnes’ Notes on the Bible · v. 9David dwelt in the fort - or stronghold, (as in 2 Samuel 5:7) i. e. eventually, when the buildings were completed, which may not have been for two or three years. Millo appears to have been a fortress of some kind, the northern defense of the city of David, and to have been a part of the original Canaanite defenses of Zion, as appears probable also from there having been a fortress called the house of Millo in the Canaanite city of Shechem. (Judges 9:6…Read the comment
- Matthew Henry Concise Commentary · v. 6-10Verses 6-10 The enemies of God's people are often very confident of their own strength, and most secure when their day to fall draws nigh. But the pride and insolence of the Jebusites animated David, and the Lord God of hosts was with him. Thus in the day of God's power, Satan's strong-hold, the human heart, is changed into a habitation of God through the Spirit, and into a throne on which the Son of David rules, and brings every thought into obedience to…Read the comment
- Tyndale Open Study Notes · v. 9took up residence in the fortress: After capturing the city, David made the fortress in Jerusalem his home. Jerusalem was a practical place for David to rule the expanded kingdom. The city was centrally located and neutral, lying on the border between Judah and the northern territories. Its strong natural defenses and water tunnel were especially important during a siege (an attack meant to surround and cut off a city). the supporting terraces: See study…Read the comment
- Jamieson–Fausset–Brown Commentary · v. 99. David dwelt in the fort, &c.--Having taken it by storm, he changed its name to "the city of David," to signify the importance of the conquest, and to perpetuate the memory of the event. David built round about from Millo and inward--probably a row of stone bastions placed on the northern side of Mount Zion, and built by David to secure himself on that side from the Jebusites, who still lived in the lower part of the city. The house of Millo was perhaps…Read the comment
