Context of 1 Samuel 7:5
3Then Samuel said to all the house of Israel, “If you are returning to the LORD with all your hearts, then put away the foreign gods and Ashtoreths among you, prepare your hearts for the LORD, and serve Him only. And He will deliver you from the hand of the Philistines.” 4So the Israelites put away the Baals and Ashtoreths and served only the LORD. Then Samuel said, “Gather all Israel to Mizpah, and I will pray to the LORD on your behalf.” 6When they had gathered at Mizpah, they drew water and poured it out before the LORD. On that day they fasted, and there they confessed, “We have sinned against the LORD.” And Samuel judged the Israelites at Mizpah. 7When the Philistines heard that the Israelites had gathered at Mizpah, their rulers marched up toward Israel. And when the Israelites learned of this, they feared the Philistines

- Adam Clarke Bible Commentary · v. 5Gather all Israel to Mizpeh - This appears to have been an armed assembly, though probably collected principally for religious and political purposes; but Samuel knew that an unarmed multitude could not safely be convened in the vicinity of the Philistines.Read the comment
- Barnes’ Notes on the Bible · v. 3-5Verses 3-5 Compare the marginal references. Twenty years of Samuel‘s life had passed away since the last mention of him 1 Samuel 4:1. Now he appears in the threefold character of prophet, Judge, and the acknowledged leader of the whole people. His words were an answer to a profession of repentance on the part of Israel, the practical proof of which would be the putting away all their false gods. (Compare Judges 6:10 note.) They pour out their hearts in repentance before the Lord. They were free and full in their confession, and fixed in their resolution to cast away from them all their wrong doings. They made a public confession, We have sinned against the Lord; thus giving glory to God, and taking shame to themselves. And if we thus confess our sins, we shall…Read the comment
