Context of Joshua 20:9
7And they set apart Kedesh in Galilee in the hill-country of Naphtali, and Shechem in the hill-country of Ephraim, and Kiriath-arba (the same is Hebron) in the hill-country of Judah. 8And beyond the Jordan at Jericho eastward, they assigned Bezer in the wilderness in the plain out of the tribe of Reuben, and Ramoth in Gilead out of the tribe of Gad, and Golan in Bashan out of the tribe of Manasseh. These were the appointed cities for all the children of Israel, and for the stranger that sojourneth among them, that whosoever killeth any person unwittingly might flee thither, and not die by the hand of the avenger of blood, until he stood before the congregation.

- Adam Clarke Bible Commentary · v. 9For all the children of Israel, and for the stranger - As these typified the great provision which God was making for the salvation of both Jews and Gentiles, hence the stranger as well as the Israelite had the same right to the benefits of these cities of refuge. Is He the God of the Jews only? Is He not also the God of the Gentiles? It was kindness to the poor fugitive, that when he might not go up to the house of the Lord, yet he had the servants of God with him, to instruct him, and pray for him, and to help to make up the want of public ordinances. - Jamieson–Fausset–Brown Commentary · v. 7-97-9. they appointed ... cities--There were six; three on the west, and three on the east, of Jordan. In the first instance, they were a provision of the criminal law of the Hebrews, necessary in the circumstances of that people (see on Nu 35:11; De 19:2). At the same time they were designed also typically to point out the sinner's way to Christ (He 6:18).Read the comment
