Context of Exodus 19:18
16And it came to pass on the third day, when it was morning, that there were thunders and lightnings, and a thick cloud upon the mount, and the voice of a trumpet exceeding loud; and all the people that were in the camp trembled. 17And Moses brought forth the people out of the camp to meet God; and they stood at the nether part of the mount. And mount Sinai, the whole of it, smoked, because Jehovah descended upon it in fire; and the smoke thereof ascended as the smoke of a furnace, and the whole mount quaked greatly. 19And when the voice of the trumpet waxed louder and louder, Moses spake, and God answered him by a voice. 20And Jehovah came down upon mount Sinai, to the top of the mount: and Jehovah called Moses to the top of the mount; and Moses went up.

- Matthew Henry Concise Commentary · v. 16-25Verses 16-25 Never was there such a sermon preached, before or since, as this which was preached to the church in the wilderness. It might be supposed that the terrors would have checked presumption and curiosity in the people; but the hard heart of an unawakened sinner can trifle with the most terrible threatenings and judgments. In drawing near to God, we must never forget his holiness and greatness, nor our own meanness and pollution. We cannot stand…Read the comment
- Tyndale Open Study Notes · v. 16-25The final preparation phase included events that helped people accept the covenant. Some of the experiences were visual: lightning and a cloud (19:16), smoke and fire (19:18). The people also heard thunder, a ram’s horn, and the voice of God (19:16, 19). The entire mountain shook violently (19:18). In the Bible, such unusual events are often associated with a theophany, which is a visible appearance of God’s holy presence.Read the comment
