Context of Zechariah 8:11
9“Thus says the Lord of hosts, ‘Let your hands be strong, you who in these days hear these words from the mouths of the prophets who, on the day that the foundation of the house of the Lord of hosts was laid, foretold that the temple might be rebuilt. 10For before those days there were no wages for man or animal; nor was there any peace or success for him who went out or came in because of his enemies, for I set all men against one another. But now [in this time since you began to build] I will not treat the remnant of this people as in the former days,’ declares the Lord of hosts. 12‘For there the seed will produce peace and prosperity; the vine will yield its fruit, and the ground will produce its increase, and the heavens will give their dew. And I will cause the remnant of this people to inherit and possess all these things. 13And as you have been a curse among the nations, O house of Judah (Southern Kingdom) and house of Israel (Northern Kingdom), so I will save you, that you may be a blessing. Fear not; let your hands be strong.’

Commentaries on Zechariah 8:11
- Barnes’ Notes on the Bible · v. 11And now - The words imply a contrast of God‘s dealings, rather than a contrast of time. “I am not to the remnant of this people.” He had said, “I will be to them God;” so now He does not say that He will not do to them, “as in former days,” but “I am not to the remnant” of this people as heretofore. He would be, as tie was in Jesus, in a new relation to them.Read the comment
- Matthew Henry Concise Commentary · v. 9-17Verses 9-17 Those only who lay their hands to the plough of duty, shall have them strengthened with the promises of mercy: those who avoid their fathers' faults have the curse turned into a blessing. Those who believed the promises, were to show their faith by their works, and to wait the fulfilment. When God is displeased, he can cause trade to decay, and set every man against his neighbour; but when he returns in mercy, all is happy and prosperous…Read the comment
