Context of Zechariah 14:20
18If the family of Egypt does not go up [to Jerusalem] and present themselves, then no rain will fall on them. It will be the plague with which the Lord will strike the nations who do not go up to celebrate the Feast of Booths (Tabernacles). 19This will be the [consequent] punishment [for the sin] of Egypt, and the [consequent] punishment [for the sin] of all the nations that do not go up to celebrate the Feast of Booths (Tabernacles). In that day there will be written on the little bells on the horses, “HOLY TO THE Lord.” And the cooking pots in the Lord’s house will be [holy to the Lord] like the bowls before the altar. 21Every cooking pot in [all the houses in] Jerusalem and in Judah will be holy to the Lord of hosts, and all who sacrifice will come and take them and boil [their sacrifices] in them. And in that day there will no longer be a Canaanite [that is, any godless or spiritually unclean person, whether Jew or Gentile] in the house of the Lord of hosts.

- Adam Clarke Bible Commentary · v. 20Upon the bells of the horses - They appear, formerly, to have had bells on horses, camels, etc., as we have now, to amuse the animals, and encourage them in their work. In some very fine Asiatic paintings now before me, I see bells both on horses, mules, and camels; little bells tied to their legs, and larger ones about their necks, particularly in the representation of a caravan passing through the valley of serpents, in the island of Serendib, now…Read the comment
- Barnes’ Notes on the Bible · v. 20In that day there shall be upon the bells of the horses, Holiness unto the Lord - He does not say only, that they should be consecrated to God, as Isaiah says of Tyre, “Her merchandise and her hire shall be holiness to the Lord” Isaiah 23:18; he says that, “the bells of the horses,” things simply secular, should bear the same inscription as the plate on the high priest‘s forehead. Perhaps the comparison was suggested by the bells on the high priest‘s…Read the comment
- Matthew Henry Concise Commentary · v. 16-21Verses 16-21 As it is impossible for all nations literally to come to Jerusalem once a year, to keep a feast, it is evident that a figurative meaning must here be applied. Gospel worship is represented by the keeping of the feast of tabernacles. Every day of a Christian's life is a day of the feast of tabernacles; every Lord's day especially is the great day of the feast; therefore every day let us worship the Lord of hosts, and keep every Lord's day with…Read the comment
- Tyndale Open Study Notes · v. 20HOLY TO THE LORD: See study note on Zechariah 3:5. The Lord set apart the priesthood and the nation of Israel (Exodus 19:6; Leviticus 11:44–45). This identity will be complete in the messianic kingdom (Romans 11:16–17; Ephesians 1:4; 5:27; 1 Peter 1:15–16). The words on the harness bells and cooking pots show how widespread holiness will be then.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 2020. shall there be upon the bells--namely, this inscription, "Holiness to the Lord," the same as was on the miter of the high priest (Ex 28:36). This implies that all things, even the most common, shall be sacred to Jehovah, and not merely the things which under the law had peculiar sanctity attached to them. The "bells" were metal plates hanging from the necks of horses and camels as ornaments, which tinkled (as the Hebrew root means) by striking against…Read the comment
