Context of Numbers 18:24
22The Israelites shall never again approach the Tent of Meeting [the covered sanctuary, the Holy Place, and the Holy of Holies], or they [who do] will incur sin and die. 23Only the Levites shall perform the service of the Tent of Meeting (tabernacle), and they shall bear their iniquity; it shall be a statute forever throughout your generations, that the Levites shall have no inheritance [of land] among the children of Israel. But the tithe of the Israelites, which they present as an offering to the Lord, I have given to the Levites as an inheritance; therefore I have said to them, ‘They shall have no inheritance among the children of Israel.’ ” 25Then the Lord spoke to Moses, saying, 26“Moreover, you shall speak to the Levites and say to them, ‘When you take from the Israelites the tithe which I have given to you from them as your inheritance, then you shall present an offering from it to the Lord, a tithe of the tithe [paid by the people].

- Barnes’ Notes on the Bible · v. 24Here the tithes (and in Numbers 18:26 the priestly tithes) are to be dedicated to their purpose by the ceremony of heaving them to the Lord. The tithes, being solemnly set apart for sacred purposes, became virtually a heave-offering, like the gifts for the tabernacle Exodus 25:2.Read the comment
- Matthew Henry Concise Commentary · v. 20-32Verses 20-32 As Israel was a people not to be numbered among the nations, so Levi was a tribe to be distinguished from the rest. Those who have God for their Inheritance and their Portion for ever, ought to look with holy contempt and indifference upon the possessions of this world. The Levites were to give God his dues out of their tithes, as well as the Israelites out of their increase. See, in ver. #(31), the way to have comfort in all our worldly…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 21-3221-22. I have given the children of Levi all the tenth in Israel for an inheritance, for their service which they serve--Neither the priests nor the Levites were to possess any allotments of land but to depend entirely upon Him who liberally provided for them out of His own portion; and this law was subservient to many important purposes--such as that, being exempted from the cares and labors of worldly business, they might be exclusively devoted to His…Read the comment
