Context of Joshua 23:4
2that Joshua called all Israel, their elders and their heads and their judges and their officers, and said to them, “I am old and advanced in years. 3And you have seen all that the Lord your God has done to all these nations for your sake; for the Lord your God is He who has been fighting for you. See, I have allotted to you these nations that remain as an inheritance for your tribes, with all the nations which I have cut off, from the Jordan [on the east] to the Great [Mediterranean] Sea toward the setting sun. 5The Lord your God will push them away from before you and drive them out of your sight and you will take possession of their land, just as the Lord your God promised you. 6Be steadfast and very determined to keep and to do everything that is written in the Book of the Law of Moses, so that you do not turn aside from it to the right or the left,

- Adam Clarke Bible Commentary · v. 4I have divided - these nations that remain - The whole of the promised land had been portioned out, as well those parts which had not yet been conquered, as those from which the ancient inhabitants had been expelled. The Canaanitish armies had long ago been broken in pieces, so that they could make no head against the Israelites, but in many districts the old inhabitants remained, more through the supineness of the Israelites, than through their own…Read the comment
- Tyndale Open Study Notes · v. 4-5The Israelites had not yet conquered some of the land Joshua assigned to the tribes. God said that the people should not drive out all the inhabitants at once, so that wild animals would not increase too quickly (see Exodus 23:29–30). There was also a military reason. Israel did not yet have enough strength or technology to defeat some groups, especially those…Read the comment
