Context of Ezekiel 47:15
13Thus says the Lord God, “This shall be the boundary by which you shall divide the land as an inheritance among the twelve tribes of Israel; Joseph shall have two portions. 14You shall divide it as an inheritance, each one equally with the other. I lifted up My hand and swore to give it to your fathers, and this land shall fall to you as an inheritance. “And this shall be the boundary of the land on the north side: from the Great [Mediterranean] Sea by way of Hethlon to the entrance of Zedad, 16Hamath, Berothah, Sibraim, which is between the border of Damascus and the border of Hamath; [as far as] Hazer-hatticon, which is on the border of Hauran. 17So the boundary will extend from the [Mediterranean] Sea to Hazar-enan at the border of Damascus, and on the north, northward, is the border of Hamath. This is the north side.

Its Scripture history may be traced in Genesis 10:18; 2 Samuel 8:9; 2 Kings 18:34. It was never included in the possessions of Israel. The border ran considerably south of the town at the “entrance of Hamath,” the northern opening of Coele-Syria.Read the comment

The boundaries stretched from Lebo-hamath in the north to the Brook of Egypt in the south, and from the Mediterranean Sea in the west to the Jordan River in the east. The people would now fully possess this promised land, which they had never done before. Transjordan, the area east of the Jordan River, was not included.
