Context of Ezekiel 23:22
20For she lusted after her lovers [there], whose flesh is like the flesh of donkeys and whose issue is like the issue of horses. 21Thus you longed for the lewdness and vulgarity of your youth, when the Egyptians handled your bosom on account of the breasts of your youth. “Therefore, O Oholibah, thus says the Lord God, ‘Behold, I will stir up your lovers (allies) against you, from whom you turned away in disgust, and I will bring them against you from every side: 23the Babylonians and all the Chaldeans, Pekod and Shoa and Koa, and all the Assyrians with them, desirable young men, governors and officials all of them, princes, officers and men of renown, all of them riding on horses. 24They will come against you with weapons, chariots, and wagons, and with a company of people (infantry) who will array themselves against you on every side with large shield and small, and helmet; and I will commit the judgment and the punishment to them, and they will judge and punish you in accordance with their [pagan] customs.

- Tyndale Open Study Notes · v. 22-24Jerusalem’s sin was very great. Because of this, God’s judgment could not be avoided. However, they sound like Hebrew words that mean “punishment,” “war cry,” and “shriek” (a loud cry of fear or pain). Judah’s sins were worse than those of her sister kingdom.
