Context of Daniel 11:22
20“Then in his place one (his eldest son, Seleucus IV Philopator) will arise who will send an oppressor through the Jewel of his kingdom; yet within a few days he will be shattered, though not in anger nor in battle. 21And in his place [in Syria] will arise a despicable and despised person, to whom royal majesty and the honor of kingship have not been conferred, but he will come [without warning] in a time of tranquility and seize the kingdom by intrigue. The overwhelming forces [of the invading armies of Egypt] will be flooded away before him and smashed; and also the prince of the covenant [will be smashed]. 23After an alliance is made with him he will work deceitfully, and he will go up and gain power with a small force of people. 24In a time of tranquility, [without warning] he will enter the most productive and richest parts of the kingdom [of Egypt], and he will accomplish that which his fathers never did, nor his fathers’ fathers; he will distribute plunder, spoil and goods among them. He will devise plans against strongholds, but only for a time [decreed by God].

- Adam Clarke Bible Commentary · v. 22And with the arms of a flood - The arms which were overflown before him were his competitors for the crown. They were vanquished by the forces of Eumenes and Attalus; and were dissipated by the arrival of Antiochus from Athens, whose presence disconcerted all their measures. The prince of the covenant - This was Onias, the high priest, whom he removed, and put Jason in his place, who had given him a great sum of money; and then put wicked Menelaus in his…Read the comment
- Barnes’ Notes on the Bible · v. 22And with the arms of a flood - The refercnce here is to some mighty invasion of some country by Antiochus, which would sweep everything before him. There seems to be some confusion of metaphor in the phrase, “the arms of a flood.” The idea in the mind of the writer appears to have been this: He saw an invasion of some country by hosts of men under the command of Antiochus. This it was not unnatural to compare with an “inundation of waters” spreading over…Read the comment
