Context of 2 Kings 21:13
11“Because Manasseh king of Judah has committed these repulsive acts, having done more evil than all the Amorites did who were before him, and has also made Judah sin with his idols; 12therefore thus says the Lord, the God of Israel: ‘Behold, I am bringing such catastrophe on Jerusalem and Judah, that everyone who hears of it, both of his ears will ring [from the shock]. I will stretch over Jerusalem the measuring line of Samaria and the plummet of the house of Ahab; and I will wipe Jerusalem clean just as one wipes a [dirty] bowl clean, wiping it and turning it upside down. 14I will abandon the remnant (remainder) of My inheritance and hand them over to their enemies; and they will become plunder and spoil to all their enemies, 15because they have done evil in My sight, and have been provoking Me to anger, since the day their fathers came from Egypt to this day.’ ”

- Adam Clarke Bible Commentary · v. 13The line of Samaria - I will treat Jerusalem as I have treated Samaria. Samaria was taken, pillaged, ruined, and its inhabitants led into captivity; Jerusalem shall have the same measure. And the plummet of the house of Ahab - The house of Ahab was totally destroyed, and not a man of his race left to sit upon the throne of Israel: so shall it be done to the house or royal family of Judah; they shall be all finally destroyed, and not a man of their race…Read the comment
- Barnes’ Notes on the Bible · v. 13The general meaning is plain, but the exact force of the metaphor used is not so clear. The Lord will cast off any professing people who dishonour him by their crimes, but never will desert his cause on earth. In…Read the comment
