Context of 2 Kings 17:29
27Then the king of Assyria commanded, “Take back [to Samaria] one of the priests whom you brought from there, and have him go and live there; and have him teach the people the custom of the god of the land.” 28So one of the priests whom they had exiled from Samaria came [back] and lived in Bethel and taught them how they should fear [and worship] the Lord. But every nation still made gods of its own and put them in the houses (shrines) of the high places which the Samaritans had made, every nation in the cities where they lived. 30The men of Babylon made Succoth-benoth, the men of Cuth made Nergal, the men of Hamath made Ashima, 31the Avvites made Nibhaz and Tartak; and the Sepharvites burned their children in the fire to Adrammelech and Anammelech, the gods of Sepharvaim.

Howbeit every nation made gods of their own--These Assyrian colonists, however, though instructed in the worship, and acknowledging the being of the God of Israel, did not suppose Him to be the only God.
