Context of 1 Kings 21:14
12They proclaimed a fast and seated Naboth at the head of the people. 13Two worthless and unprincipled men came in and sat down opposite him; and they testified against Naboth before the people, saying, “Naboth cursed and renounced God and the king.” Then they brought him outside the city and stoned him to death. Then they sent word to Jezebel, saying, “Naboth has been stoned to death.” 15When Jezebel heard that Naboth had been stoned and was dead, she said to Ahab, “Arise, take possession of the vineyard of Naboth the Jezreelite which he refused to sell you, because Naboth is no longer alive, but dead.” 16When Ahab heard that Naboth was dead, he arose to go down to the vineyard of Naboth the Jezreelite, to take possession of it.

- Matthew Henry Concise Commentary · v. 5-16Verses 5-16 When, instead of a help meet, a man has an agent for Satan, in the form of an artful, unprincipled, yet beloved wife, fatal effects may be expected. Never were more wicked orders given by any prince, than those Jezebel sent to the rulers of Jezreel. Naboth must be murdered under colour of religion. There is no wickedness so vile, so horrid, but religion has sometimes been made a cover for it. Also, it must be done under colour of justice, and…Read the comment
- Tyndale Open Study Notes · v. 13-14Like Achan (Joshua 7:24–26), Naboth’s sons were killed at the same time (2 Kings 9:26). This was to stop the property from going to them. The charge led to a state execution (Deuteronomy 13:10–11; 17:5). With no male heirs left, Ahab used his royal right to take the property (1 Samuel 8:14).Read the comment

Jezebel said to Ahab, Arise, take possession--Naboth's execution having been announced, and his family being involved in the same fatal sentence (2Ki 9:26), his property became forfeited to the crown, not by law, but traditionary usage (see 2Sa 16:4).Read the comment
