Context of Psalms 107:28

26They mounted up to the sky and plunged down to the depths. In their peril their souls melted away. 27They reeled and staggered like a drunk, and all their skill was bewildered. So they cried out to Adonai in their distress, and He brought them out of their troubles. 29He stilled the storm to a whisper— the waves were hushed. 30They were glad when it became calm, and He led them to their desired haven.
