Context of Numbers 25:17
15The name of the executed Midianite woman was Cozbi, daughter of Zur—he was a tribal head of an ancestral house in Midian. 16Adonai spoke to Moses saying, “Deal with the Midianites as enemies and strike them. 18For they have been enemies to you in their deceptions of you in the matter of Peor and in the matter of Cozbi, the daughter of a Midianite prince, their sister who was slain on the day of the plague on account of the Peor incident.”

- Adam Clarke Bible Commentary · v. 17Vex the Midianites, etc. - See this order fulfilled, Numbers 31:1-20. Twelve thousand Israelites attacked the Midianites, destroyed all their cities, slew their five kings, every male, and every grown up woman, and took all their spoils.Read the comment
- Matthew Henry Concise Commentary · v. 16-18Verses 16-18 We read not that any Midianites died of the plague; God punished them with the sword of an enemy, not with the rod of a father. We must set ourselves against whatever is an occasion of sin to us, Mt 5:29, 30. Whatever draws us to sin, should be a vexation to us, as a thorn in the flesh. And none will be more surely and severely punished than those who, after Satan's example, and with his subtlety, tempt others to sin.Read the comment
