Context of Numbers 16:2
1Now Korah, son of Izhar son of Kohath son of Levi, and sons of Reuben—Dathan and Abiram, sons of Eliab, and On son of Peleth— rose up against Moses and took 250 men from Bnei-Yisrael, men of renown who had been appointed to the council. 3They assembled against Moses and Aaron. They said to them, “You’ve gone too far! All the community is holy—all of them—and Adonai is with them! Then why do you exalt yourselves above the assembly of Adonai?” 4When Moses heard this, he fell on his face.

- Tyndale Open Study Notes · v. 1-50Another rebellion demanded a clear separation of duties between priests and Levites. This power struggle was more serious than previous rebellions against God's authority (chapter 11; 12:1–15; 14:1–45). In these historical events, the rebels protested minor issues and questioned their leaders' actions. Yet, Moses reminded them that they were actually rebelling against God. Now Korah, the son of Izhar--Izhar, brother of Amram (Ex 6:18), was the second son of Kohath, and for some reason unrecorded he had been supplanted by a descendant of the fourth son of Kohath, who was appointed prince or chief of the Kohathites (Nu 3:30). Discontent with the preferment over him of a younger relative was probably the originating cause of this seditious movement on the part of Korah.
