Context of Judges 20:4
2The chiefs of the people and of the tribes of Israel presented themselves in the assembly of the people of God—400,000 foot soldiers armed with swords. 3Now the children of Benjamin heard that Bnei-Yisrael had gone up to Mizpah. Bnei-Yisrael asked, “Tell us, how did this wickedness take place?” So the Levite, the husband of the murdered woman, answered and said, “I came with my concubine to Gibeah of Benjamin to spend the night. 5Then men of Gibeah rose against me and surrounded the house over me at night. They intended to kill me, but instead, they raped my concubine until she died. 6So I took my concubine and cut her into pieces and sent her throughout the land of Israel’s possession. For they have committed something obscene and degrading in Israel.

- Tyndale Open Study Notes · v. 1-48These two epilogues (Judges 17–18 and 19–21) show that inspired but unstructured leadership cannot last. As society moved toward chaos and civil war, the phrase, In those days there was no king in Israel appears four times. The phrase, everyone did what was right in his own eyes is added twice (Judges 17:6; 18:1; 19:1; 21:25). The era of inspired leadership declined and ended in disorder. Something important was missing.Read the comment

His testimony was doubtless corroborated by those of his servant and the old Ephraimite. There was no need of strong or highly colored description to work upon the feelings of the audience. The facts spoke for themselves and…Read the comment
