Context of Isaiah 8:15
13Adonai-Tzva’ot, Him will you sanctify, and let Him be your fear, trembling at Him. 14He will be a Sanctuary, but a stone of stumbling and a rock of offence to both the houses of Israel, a trap and a snare to the inhabitants of Jerusalem. Many among them will stumble, fall, and be broken, snared and caught. 16Bind up the testimony, seal the instruction with My disciples. 17I will wait for Adonai, who is hiding His face from the house of Jacob, and I will look eagerly for Him.

- Matthew Henry Concise Commentary · v. 9-16Verses 9-16 The prophet challenges the enemies of the Jews. Their efforts would be vain, and themselves broken to pieces. It concerns us, in time of trouble, to watch against all such fears as put us upon crooked courses for our own security. The believing fear of God preserves against the disquieting fear of man. If we thought rightly of the greatness and glory of God, we should see all the power of our enemies restrained. The Lord, who will be a…Read the comment
- Tyndale Open Study Notes · v. 11-15This text reveals Isaiah's main message. The issue was fear of the Lord versus fear of people (see Isaiah 7:9; 8:6). When someone fears people, the Lord becomes a trap and destruction is certain (compare Proverbs 29:25; see “Fearing People” Theme Note). For those who fear the Lord, he becomes a sanctuary and their salvation is assured.Read the comment
