Context of Isaiah 17:1
The burden of Damascus: Behold, Damascus will cease as a city and will become a ruinous heap. 2The cities of Aroer are forsaken. They will be for flocks—they will lie down and no one will frighten them. 3The fortress will also cease from Ephraim, and the kingdom from Damascus. The remnant of Aram will be like the glory of Bnei-Yisrael. It is a declaration of Adonai-Tzva’ot.

- Adam Clarke Bible Commentary · v. 1The burden of Damascus - Which is, according to the common version, The cities of Aroer are forsaken. It has already been observed by the learned prelate that the prophecy, as it relates to Damascus, was executed in the beginning of the reign of Ahaz, probably about the third year. If we credit Midrash, the Damascenes were the most extensive and flagrant of all idolaters. "There were in Damascus three hundred and sixty-five streets, in each of these was…Read the comment

Also, Shalmaneser carried away Israel from Samaria to Assyria (2Ki 17:6; 18:10, 11) in the sixth year of Hezekiah of Judah (the ninth year of Hoshea of Israel).
