Context of Hosea 2:23
21Then I will betroth you to Me forever—yes, I will betroth you to Me with righteousness, justice, covenant loyalty and compassion. 22I will betroth you to Me with faithfulness, and you will know Adonai. So it will be in that day, I will respond —it is a declaration of adonai— I will respond to the skies, and they will respond to the earth, 24and the earth will respond with grain, new wine, and fresh oil— and they will respond with ‘Jezreel!’ 25I will sow her in the land for Myself. I will have compassion on Lo-ruhamah. I will say to Lo-ammi, ‘You are My people!’ and they will say, ‘My God!’”

- Adam Clarke Bible Commentary · v. 23I will sow her - Alluding to the import of the name Jezreel, the seed of God. Then shall it appear that God has shown mercy to them that had not obtained mercy. Then the covenant of God will be renewed; for he will call them his people who were not his people; and they shall call Jehovah their God, who before had him not for the object of their worship. It does not appear that these promises have had their fulfillment among the Jews. They must either be…Read the comment
- Matthew Henry Concise Commentary · v. 14-23Verses 14-23 After these judgments the Lord would deal with Israel more gently. By the promise of rest in Christ we are invited to take his yoke upon us; and the work of conversion may be forwarded by comforts as well as by convictions. But usually the Lord drives us to despair of earthly joy, and help from ourselves, that, being shut from every other door, we may knock at Mercy's gate. From that time Israel would be more truly attached to the Lord; no…Read the comment
