Context of Ezekiel 34:11
9therefore, you shepherds, hear the word of Adonai, 10thus says Adonai Elohim: “Behold, I am against the shepherds and I will demand My flock from their hand. I will dismiss them from tending the flock. The shepherds will no longer feed themselves. I will rescue My sheep from their mouth, so they will not be food for them.” For thus says Adonai Elohim: “Here I am! I Myself will search for My sheep and seek them out. 12As a shepherd seeks out his sheep on the day he is among his scattered flock, so I will seek out My sheep. I will rescue them out of all the places where they have been scattered, on a day of cloud and thick darkness. 13I will bring them out from the peoples. I will gather them from the countries. I will bring them back to their own land. I will shepherd them upon the mountains of Israel, by the streams and in all the habitable places of the land.

- Barnes’ Notes on the Bible · v. 11Yahweh is the shepherd of His people. He will do all which the shepherds should have done and did not. These promises - partially fulfilled in the return from Babylon, and in the subsequent prosperity under the Maccabees - point to the ingathering of all nations in the Church of Christ the Good Shepherd. Compare Matthew 18:11: Romans 9:25-33.Read the comment
- Matthew Henry Concise Commentary · v. 7-16Verses 7-16 The Lord declared that he intended mercy towards the scattered flock. Doubtless this, in the first place, had reference to the restoration of the Jews. It also represented the good Shepherd's tender care of the souls of his people. He finds them in their days of darkness and ignorance, and brings them to his fold. He comes to their relief in times of persecution and temptation.
