Context of Ezekiel 28:26
24“Never again will there be a briar pricking at the house of Israel or a piercing thorn from any around them who scorn them. They will know that I am the Lord Adonai.” 25Thus says Adonai Elohim: “When I have gathered the house of Israel from the people among whom they are scattered and show my holiness through them in the eyes of the nations, then they will live in their own land which I gave to My servant Jacob. They will live safely there, and they will build houses and plant vineyards. They will live securely when I have executed judgments on all those around them that treated them with contempt. So they will know that I am Adonai their God.”

- Matthew Henry Concise Commentary · v. 20-26Verses 20-26 . The Zidonians were borderers upon the land of Israel, and they might have learned to glorify the Lord; but, instead of that, they seduced Israel to the worship of their idols. War and pestilence are God's messengers; but he will be glorified in the restoring his people to their former safety and prosperity. God will cure them of their sins, and ease them of their troubles. This promise will at length fully come to pass in the heavenly…Read the comment

These were common signs of covenant blessings in the Old Testament (see Micah 4:4; Zechariah 3:10). After God punished the neighboring nations and restored his people, they would find peace.
