Context of Ezekiel 23:36
34You will drink it and drain it, gnaw its shards and tear your breasts. For I have spoken.” It is a declaration of Adonai. 35Therefore thus says Adonai Elohim: “Because you have forgotten Me and thrust Me behind your back, you will also bear your obscenity and your harlotry.” Then Adonai said to me, “Son of man, will you pass judgment on Oholah and Oholibah? Confront them with their disgusting practices. 37For they have committed adultery and blood is on their hands. They have committed adultery with their idols and even offered their children, whom they bore for Me, to be devoured. 38Again, this they have done to Me—they defiled My Sanctuary on the same day and profaned My Shabbatot.

- Tyndale Open Study Notes · v. 36-43The prophet again took the role of a prosecuting attorney. A prosecuting attorney is a person who brings charges against someone in court. His task was to confront Jerusalem with her sins (detailed in Ezekiel 22). Jerusalem and Samaria were supposed to be holy cities, set apart for God. Instead, they had become like worn-out prostitutes. This picture shows that they had been unfaithful to God. Their only attraction was their availability, meaning they…Read the comment
