Context of Ezekiel 17:8
6Then it sprouted and became a low, spreading vine, with its branches turned toward him, but its roots grew under him. So it became a vine, produced branches and sent out shoots. 7“There was also another great eagle with large wings and many feathers. Behold, this vine bent its roots toward him and shot forth its branches toward him from the bed where it was planted, so that he might water it. It was planted in good soil by much water, so it would bring forth branches, bear fruit and be a glorious vine.” 9Say, thus says Adonai Elohim: “Will it thrive? Will it not be uprooted and stripped of its fruit so it withers? All its new roots will wither. It will not take a strong arm or many people to pull it up by its roots. 10Behold, though planted, will it thrive? Will it not completely wither when the east wind strikes it? In the beds where it grew it will wither.”

- Tyndale Open Study Notes · v. 7-9There was a second great eagle. It was like the first eagle, but it was not as impressive or powerful. The future of the vine was easy to foresee. In trying to gain more, it would lose what it already had. Its desire for more would bring loss instead of gain. The second eagle would not help the vine. At the same time, the first eagle would become angry. That anger would be justified because the vine had been unfaithful.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 88. It was planted in a good soil--It was not want of the necessaries of life, nor oppression on the port of Nebuchadnezzar, which caused Zedekiah to revolt: it was gratuitous ambition, pride, and ingratitude.Read the comment
