Context of Exodus 36:9
7For the work material they had was sufficient for all the work, with much left over. 8So all the wise-hearted men among them did the work. They made the Tabernacle with ten curtains of finely twisted linen, along with blue, purple and scarlet, with cheruvim—the work of a skillful craftsman. The length of each curtain was 28 cubits and the width of each curtain was four cubits. All the curtains had one measure. 10Then he coupled five curtains to one another, and the other five curtains he also coupled together. 11He made blue loops on the edge of the curtain that was outermost within the first set. He did the same along the edge of the curtain that was outermost in the second set.

- Tyndale Open Study Notes · v. 1-38Much of the report about building the Tent of Meeting repeats what 25:1–31:18 said. There is a change from the imperative mood to the indicative, and there are certain changes in the order. This repetition emphasizes that the work was done exactly as God commanded (see 40:16). The people had tried to secure God's presence their own way with the gold calf, which led to disaster. Now, by following God's way, they received blessings (40:34–38).Read the comment
