Context of Exodus 28:3
1“Bring your brother Aaron near with his sons from among Bnei-Yisrael, so that they may minister to Me as kohanim—Aaron and his sons Nadab and Abihu, Eleazar and Ithamar. 2You are to make holy garments for your brother Aaron, for splendor and for beauty. You are to speak to all who are skilled, whom I have filled with a spirit of artistry, to make Aaron’s garments for consecrating him, so that he may minister to Me as a kohen. 4These are the garments that they are to make: a breastplate, an ephod, a robe, a tunic of checkered work, a turban and a sash. They are to make holy garments for your brother Aaron and his sons, so that he may minister to Me as a kohen. 5They are to use the gold, blue, purple, scarlet and fine linen.

- Adam Clarke Bible Commentary · v. 3Whom I have filled with the spirit of wisdom - So we find that ingenuity in arts and sciences, even those of the ornamental kind, comes from God. It is not intimated here that these persons were filled with the spirit of wisdom for this purpose only; for the direction to Moses is, to select those whom he found to be expert artists, and those who were such, God shows by these words, had derived their knowledge from himself. Every man should be permitted as…Read the comment
