Context of Exodus 25:21
19Make one cheruv at one end and one cheruv at the other end. Of one piece with the atonement cover you are to make the cheruvim at its two ends. 20The cheruvim are to spread out their wings above, shielding the atonement cover with their wings, each facing its companion. The faces of the cheruvim are to be turned toward the atonement cover. You are to put the atonement cover on top of the Ark, and inside the Ark you will put the Testimony that I will give you. 22“I will meet with you there. I will speak with you from above the atonement cover—from between the two cheruvim that are on the Ark of the Testimony—about all that I will command you, for Bnei-Yisrael. 23“You will make a table of acacia wood, two cubits long, one cubit wide, and a cubit and a half high.

In external form, the mercy-seat was a plate of gold with the cherubim standing on it, the whole beaten out of one solid piece of metal Exodus 37:7; it was placed upon the ark and so took the place of a cover. “mercy” seat expresses well the distinct significance and recognized designation of the Hebrew name. - Tyndale Open Study Notes · v. 10-22an ark of acacia wood: Ark is an old English word meaning "box." The ark was Israel's "covenant box." It was the most important item in the entire Tent of Meeting (the tabernacle) because God made his presence available there (25:22). The stone tablets of the covenant were inside the box (25:16, 21). This emphasized that God reveals himself through a mutual commitment between himself and his people.Read the comment
