Context of Deuteronomy 33:19
17The firstborn ox—majesty is his. His horns are the horns of the wild ox. With them he gores peoples, all at once, to the ends of the earth. They are the myriads of Ephraim, they are the thousands of Manasseh.’ 18For Zebulun he said, ‘Rejoice, Zebulun, in your going out, and Issachar, in your tents. Peoples they call to the mountain— there they offer righteous sacrifices. For they suckle the abundance of the seas and the hidden treasures of the sand.’ 20For Gad he said, ‘Blessed is the one who enlarges Gad. Like a lion he crouches, and tears off an arm or even the crown of a head. 21He chose the best for himself, for there a marked portion was reserved. He came with the heads of the people. He carried out Adonai’s justice and His judgments for Israel.’

- Adam Clarke Bible Commentary · v. 19They shall call the people unto the mountain - By their traffic with the Gentiles (for so I think עמים ammim should be understood here) they shall be the instruments in God's hands of converting many to the true faith; so that instead of sacrificing to idols, they should offer sacrifices of righteousness. They shall suck of the abundance of the seas - That is, grow wealthy by merchandise. And of treasures hid in the sand - Jonathan ben Uzziel has probably…Read the comment
- Matthew Henry Concise Commentary · v. 6-23Verses 6-23 The order in which the tribes are here blessed, is not the same as is observed elsewhere. The blessing of Judah may refer to the whole tribe in general, or to David as a type of Christ. Moses largely blesses the tribe of Levi. Acceptance with God is what we should all aim at, and desire, in all our devotions, whether men accept us or not, 2Co 5:9. This prayer is a prophecy, that God will keep up a ministry in his church to the end of time. The…Read the comment
- Tyndale Open Study Notes · v. 19to a mountain: The tribe of Issachar received much of the plain of Jezreel, also called Esdraelon. Mount Tabor was an important mountain in this area. It was likely the mountain being referred to here. Later tradition says this mountain was a place of worship (Hosea 5:1). We do not know exactly what kind of worship took place there. However, it was probably proper worship, even though it did not happen at the temple in Jerusalem (see 1 Kings 18:30, 32)…Read the comment
