Context of Deuteronomy 19:17
15A single witness shall not rise up against a person for any offense or sin that he commits. By the word of two or three witnesses is a case to be established. 16Suppose a hostile witness rises up against someone to accuse him of wrongdoing. Then both people who have the dispute will stand before Adonai, before the kohanim and judges in charge at that time. 18The judges are to investigate thoroughly, and if indeed the witness is a false witness and has testified falsely against his brother, 19then you are to do to him just as he had plotted to do to his brother. So you will purge the evil from your midst.

The judges acted as God‘s representative; to lie to them was to lie to Him.Read the comment
- Matthew Henry Concise Commentary · v. 15-21Verses 15-21 Sentence should never be passed upon the testimony of one witness alone. A false witness should suffer the same punishment which he sought to have inflicted upon the person he accused. Nor could any law be more just. Let all Christians not only be cautious in bearing witness in public, but be careful not to join in private slanders; and let all whose consciences accuse them of crime, without delay flee for refuge to the hope set before them…Read the comment
