Context of Daniel 9:7
5we have sinned; we have committed iniquity; we have acted wickedly; we have rebelled; we have turned away from Your mitzvot and from Your rulings. 6We have not listened to Your servants the prophets, who spoke in Your name to our kings, our leaders and our fathers, and to all the people of the land. “‘You Lord are righteousness, but shame covers our face to this day—the people of Judah and the inhabitants of Jerusalem, and all Israel, near and far, in all the countries where you have banished them—because they behaved unfaithfully toward you. 8Adonai, shame covers our face—our kings, our leaders, our fathers—because we have sinned against you. 9The Lord our God is compassionate and forgiving, even though we have rebelled against Him.

- Barnes’ Notes on the Bible · v. 7O Lord, righteousness belongeth unto thee - Margin, “or, thou hast.” The Hebrew is, “to thee is righteousness, to us shame, etc.” The state of mind in him who makes the prayer is that of ascribing righteousness or justice to God. Daniel feels and admits that God has been right in his dealings. He is not disposed to blame him, but to take all the shame and blame to the people. We should, in prayer, look both at God's greatness and his…Read the comment
