Context of Numbers 15:17
15One ordinance shall be both for you of the congregation, and also for the stranger that sojourneth with you, an ordinance for ever in your generations: as ye are, so shall the stranger be before Yhwh. 16One law and one manner shall be for you, and for the stranger that sojourneth with you. And Yhwh spake unto Moses, saying, 18Speak unto the children of Israel, and say unto them, When ye come into the land whither I bring you, 19Then it shall be, that, when ye eat of the bread of the land, ye shall offer up an heave offering unto Yhwh.

- Tyndale Open Study Notes · v. 17-21These gifts were signs of gratitude to God for the crops he provided. The people were not to give these offerings right away. They were to begin after the Hebrews reached the promised land. At that time, they would settle there and begin planting crops. Then they would bring these gifts to thank God for the harvest.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-411-2. The Lord spake unto Moses, saying, Speak unto the children of Israel--Some infer from Nu 15:23 that the date of this communication must be fixed towards the close of the wanderings in the wilderness; and, also, that all the sacrifices prescribed in the law were to be offered only after the settlement in Canaan.Read the comment
