Context of Micah 1:3
1The word of the LORD that came to Micah the Morasthite in the days of Jotham, Ahaz, and Hezekiah, kings of Judah, which he saw concerning Samaria and Jerusalem. 2Hear, all ye people; hearken, O earth, and all that is in it: and let the Lord GOD be witness against you, the Lord from his holy temple. For, behold, the LORD cometh forth from his place, and will come down, and tread upon the high places of the earth. 4And the mountains shall be melted under him, and the valleys shall be cleft, as wax before the fire, and as the waters that are poured down a steep place. 5For the transgression of Jacob is all this, and for the sins of the house of Israel. What is the transgression of Jacob? is it not Samaria? and what are the high places of Judah? are they not Jerusalem?

- Adam Clarke Bible Commentary · v. 3For, behold, the Lord cometh forth - See this clause, Amos 4:13; (note). He represents Jehovah as a mighty conqueror, issuing from his pavilion, stepping from mountain to mountain, which rush down and fill the valleys before him; a consuming fire accompanying him, that melts and confounds every hill and dale, and blends all in universal confusion. God is here represented as doing that himself which other conquerors do by the multitude of their hosts…Read the comment
- Barnes’ Notes on the Bible · v. 3For, behold, the Lord comth forth - that is, (as we now say,) “is coming forth.” Each day of judgment, and the last also, are ever drawing nigh, noiselessly as the nightfall, but unceasingly. “Out of His Place.” Dionysius: “God is hidden from us, except when He sheweth Himself by His Wisdom or Power of Justice or Grace, as Isaiah saith, Verily, Thou art a God who hidest Thyself‘ Isaiah 45:15.” He seemeth to be absent, when He doth not visibly work either…Read the comment
- Tyndale Open Study Notes · v. 3Tread on the high places suggests a theophany, which is an appearance of God. This God is behind the upcoming historical events affecting Samaria (see Deuteronomy 33:29; Psalm 108:13; Amos 4:13). God rules over nations and nature. People also believed the Canaanite god Baal acted in this way. Descriptions like this highlight that the Lord, not Baal, is truly in control.Read the comment
