Context of Leviticus 16:16
14And he shall take of the blood of the bull, and sprinkle it with his finger upon the mercy seat eastward; and before the mercy seat shall he sprinkle of the blood with his finger seven times. 15Then shall he kill the goat of the sin offering, that is for the people, and bring his blood within the veil, and do with that blood as he did with the blood of the bull, and sprinkle it upon the mercy seat, and before the mercy seat: And he shall make an atonement for the holy place, because of the uncleanness of the children of Israel, and because of their transgressions in all their sins: and so shall he do for the tabernacle of the congregation, that remaineth among them in the midst of their uncleanness. 17And there shall be no man in the tabernacle of the congregation when he goeth in to make an atonement in the holy place, until he shall come out, and shall have made an atonement for himself, and for his household, and for all the congregation of Israel. 18And he shall go out to the altar that is before the LORD, and make an atonement for it; and shall take of the blood of the bull, and of the blood of the goat, and put it upon the horns of the altar on all sides.

- Matthew Henry Concise Commentary · v. 15-34Verses 15-34 Here are typified the two great gospel privileges, of the remission of sin, and access to God, both of which we owe to our Lord Jesus. See the expiation of guilt. Christ is both the Maker and the Matter of the atonement; for he is the Priest, the High Priest, that makes reconciliation for the sins of the people. - Tyndale Open Study Notes · v. 16The high priest had to purify the Most Holy Place and the rest of the Tent of Meeting. Throughout the year, the sins of the Israelites made the whole sanctuary ceremonially unclean. To keep the Tent of Meeting as a place to encounter God in the coming year, it needed purification. The same was true for the altar (Leviticus 16:18).Read the comment

Aaron shall bring the bullock of the sin offering which is for himself, &c.--The first part of the service was designed to solemnize his own mind, as well as the minds of the people, by offering the sacrifices for their sins.
