16So he will make peace with the Lord for all the sins the Israelites committed against the holy place. These sins happened because the Israelites were unclean and because they committed rebellious acts. He will do the same for the tent of meeting which is among an unclean people.

Context of Leviticus 16:16
14He will take some of the bull’s blood and sprinkle it with his finger on the east side of the throne of mercy. Then he will sprinkle some of the blood with his finger seven times in front of the throne of mercy. 15“Next, Aaron will slaughter the goat for the people’s offering for sin. He will take the blood inside, go up to the canopy, and sprinkle it on the throne of mercy and in front of it, as he did with the bull’s blood. So he will make peace with the Lord for all the sins the Israelites committed against the holy place. These sins happened because the Israelites were unclean and because they committed rebellious acts. He will do the same for the tent of meeting which is among an unclean people. 17No one may be in the tent of meeting from the time Aaron enters the holy place to do this until he comes out. Aaron will make peace with the Lord for his own sins, his family’s sins, and the sins of the entire assembly of Israel. 18Then he will go out to the altar that is in the Lord’s presence and make peace with the Lord there for the sins committed. He will take some of the blood from the bull and some of the goat’s blood and put it all around the horns of the altar.

- Matthew Henry Concise Commentary · v. 15-34Verses 15-34 Here are typified the two great gospel privileges, of the remission of sin, and access to God, both of which we owe to our Lord Jesus. See the expiation of guilt. Christ is both the Maker and the Matter of the atonement; for he is the Priest, the High Priest, that makes reconciliation for the sins of the people. - Tyndale Open Study Notes · v. 16The high priest had to purify the Most Holy Place and the rest of the Tent of Meeting. Throughout the year, the sins of the Israelites made the whole sanctuary ceremonially unclean. To keep the Tent of Meeting as a place to encounter God in the coming year, it needed purification. Aaron shall bring the bullock of the sin offering which is for himself, &c.--The first part of the service was designed to solemnize his own mind, as well as the minds of the people, by offering the sacrifices for their sins. The sin offerings being slain had the sins of the offerer judicially transferred to them by the imputation of his hands on their head (Le 4:4, 15, 24, 29, 33); and thus the young bullock, which was to make atonement for…Read the comment
