Context of Exodus 28:36

34A golden bell and a pomegranate, a golden bell and a pomegranate, upon the hem of the robe around it. 35And it shall be upon Aaron to minister: and his sound shall be heard when he goeth in to the holy place before the LORD, and when he cometh out, that he may not die. And thou shalt make a plate of pure gold, and engrave upon it, like the engravings of a signet, HOLINESS TO THE LORD. 37And thou shalt put it on a blue lace, that it may be upon the mitre; upon the front of the mitre it shall be. 38And it shall be upon Aaron’s forehead, that Aaron may bear the iniquity of the holy things, which the children of Israel shall hallow in all their holy gifts; and it shall be always upon his forehead, that they may be accepted before the LORD.

• Adam Clarke Bible Commentary · v. 36Thou shalt make a plate of pure gold - The word ציץ tsits, which we render plate, means a flower, or any appearance of this kind, The Septuagint translate it by , a leaf; hence we might be led to infer that this plate resembled a wreath of flowers or leaves; and as it is called, Exodus 29:6, נזר nezer, a crown, and the author of the book of The Wisdom of Solomon 18:24, who was a Jew, and may be supposed to know well what it was, calls it , it was probably…Read the comment

• Tyndale Open Study Notes · v. 36-38Like all other parts of the high priest's clothing and actions, the little gold plate on the front of his turban reminded the people that God is holy. His holiness affected how they could enter his presence. God wanted to live with his people, but his holiness would harm them unless he took protective measures. God decides how we can enter his presence, not us. The Bible's main question is how sinful people can live with a holy God so that God can share…Read the comment
