Context of Esther 3:13
11And the king said to Haman, The silver is given to thee, the people also, to do with them as it seemeth good to thee. 12Then were the king’s scribes called on the thirteenth day of the first month, and there was written according to all that Haman had commanded to the king’s satraps, and to the governors that were over every province, and to the princes of every people of every province according to the writing of it, and to every people after their language; in the name of king Ahasuerus was it written, and sealed with the king’s ring. And the letters were sent by posts into all the king’s provinces, to destroy, to kill, and to cause to perish, all Jews, both young and old, little children and women, in one day, even upon the thirteenth day of the twelfth month, which is the month Adar, and to plunder them for spoil. 14The copy of the writing for a commandment to be given in every province was proclaimed to all people, that they should be ready for that day. 15The posts departed, being hastened by the king’s commandment, and the decree was given in Shushan the palace. And the king and Haman sat down to drink; but the city Shushan was perplexed.

- Adam Clarke Bible Commentary · v. 13To destroy, so kill, and to cause to perish - To put the whole of them to death in any manner, or by every way and means. Take the spoil of them for a prey - Thus, whoever killed a Jew had his property for his trouble! And thus the hand of every man was armed against this miserable people. Let us be thankful for mild and just government. Haman inquires, according to his own superstitions, how to find a lucky day for the designed massacre! God's wisdom serves its own purposes by men's folly. Haman has appealed to the lot, and the lot, by delaying the…Read the comment

By God's plan, this gave time to overcome the decree. The property of the Jews would be given to those who killed them. Haman cleverly bribed the potential executioners.Read the comment
