Context of Deuteronomy 3:16
14Jair the son of Manasseh took all the country of Argob to the borders of Geshuri and Maachathi; and called them after his own name, Bashanhavothjair, to this day. 15And I gave Gilead to Machir. And to the Reubenites and to the Gadites I gave from Gilead even to the river Arnon half the valley, and the border even to the river Jabbok, which is the border of the children of Ammon; 17The plain also, and Jordan, and the border of it, from Chinnereth even to the sea of the plain, even the salt sea, under Ashdothpisgah eastward. 18And I commanded you at that time, saying, The LORD your God hath given you this land to possess it: ye shall pass over armed before your brethren the children of Israel, all that are fit for the war.

- Jamieson–Fausset–Brown Commentary · v. 1616. from Gilead--that is, not the mountainous region, but the town Ramoth-gilead, even unto the river Arnon half the valley--The word "valley" signifies a wady, either filled with water or dry, as the Arnon is in summer, and thus the proper rendering of the passage will be--"even to the half or middle of the river Arnon" (compare Jos 12:2). This prudent arrangement of the boundaries was evidently made to prevent all disputes between the adjacent tribes…Read the comment
