Context of Deuteronomy 23:21
19Thou shalt not lend upon interest to thy brother; interest of money, interest of food, interest of any thing that is lent upon interest: 20To a stranger thou mayest lend upon interest; but to thy brother thou shalt not lend upon interest: that the LORD thy God may bless thee in all that thou settest thy hand to in the land where thou goest to possess it. When thou shalt vow a vow to the LORD thy God, thou shalt not defer to pay it: for the LORD thy God will surely require it of thee; and it would be sin in thee. 22But if thou shalt forbear to vow, it shall be no sin in thee. 23That which is uttered by thy lips thou shalt keep and perform; even a freewill offering, according as thou hast vowed to the LORD thy God, which thou hast promised with thy mouth.
