Context of 2 Chronicles 6:29
27Then hear thou from heaven, and forgive the sin of thy servants, and of thy people Israel, when thou hast taught them the good way, in which they should walk; and send rain upon thy land, which thou hast given to thy people for an inheritance. 28If there shall be famine in the land, if there be pestilence, if there be blighting, or mildew, locusts, or caterpillers; if their enemies shall besiege them in the cities of their land; whatever calamity or whatever sickness there be : Then whatever prayer or whatever supplication shall be made by any man, or by all the people of Israel, when every one shall know his own calamity and his own grief, and shall spread forth his hands in this house: 30Then hear thou from heaven thy dwelling place, and forgive, and render to every man according to all his ways, whose heart thou knowest; (for thou only knowest the hearts of the children of men:) 31That they may fear thee, to walk in thy ways, so long as they live in the land which thou gavest to our fathers.

- Tyndale Open Study Notes · v. 28-31Petition 4: Solomon showed a special sensitivity to human suffering. He included both the private sorrow of those whose pain is hidden and the public distress of those whose pain is obvious. The prayer is personal, asking for God's understanding of each person's motives. It also asks for God's guidance so that the pain of failure might encourage the individual to follow God's ways in the future.Read the comment

The Lord hath said that he would dwell in the thick darkness--This introduction to Solomon's address was evidently suggested by the remarkable incident recorded at the close of the last chapter: the phenomenon of a densely opaque and uniformly shaped cloud, descending in a slow and majestic manner and filling the whole area of the temple. He regarded it himself, and directed the people also to…Read the comment
