Context of Zechariah 2:3
1I lifted up mine eyes again, and looked, and behold a man with a measuring line in his hand. 2Then said I, Whither goest thou? And he said unto me, To measure Jerusalem, to see what is the breadth thereof, and what is the length thereof. And, behold, the angel that talked with me went forth, and another angel went out to meet him, 4And said unto him, Run, speak to this young man, saying, Jerusalem shall be inhabited as towns without walls for the multitude of men and cattle therein: 5For I, saith Yhwh, will be unto her a wall of fire round about, and will be the glory in the midst of her.

- Tyndale Open Study Notes · v. 1-5The visions move from a wide focus to a narrow one. They begin with the whole world (vision 1), then move to the nations (vision 2), and finally focus on the city of Jerusalem. - Jamieson–Fausset–Brown Commentary · v. 33. angel that talked with me ... another angel--The interpreting angel is met by another angel sent by the measuring Divine Angel to "run" to Zechariah (Zec 2:4). Those who perform God's will must not merely creep, nor walk, but run with alacrity. went forth--namely, from me (Zechariah). went out--from the measuring angel.Read the comment
