Context of Judges 15:11
9The Philistines retaliated by setting up camp in Judah and spreading out near the town of Lehi. 10The men of Judah asked the Philistines, “Why are you attacking us?” The Philistines replied, “We’ve come to capture Samson. We’ve come to pay him back for what he did to us.” So 3,000 men of Judah went down to get Samson at the cave in the rock of Etam. They said to Samson, “Don’t you realize the Philistines rule over us? What are you doing to us?” But Samson replied, “I only did to them what they did to me.” 12But the men of Judah told him, “We have come to tie you up and hand you over to the Philistines.” “All right,” Samson said. “But promise that you won’t kill me yourselves.” 13“We will only tie you up and hand you over to the Philistines,” they replied. “We won’t kill you.” So they tied him up with two new ropes and brought him up from the rock.

- Matthew Henry Concise Commentary · v. 9-17Verses 9-17 Sin dispirits men, it hides from their eyes the things that belong to their peace. The Israelites blamed Samson for what he had done against the Philistines, as if he had done them a great injury. Thus our Lord Jesus did many good works, and for those the Jews were ready to stone him. When the Spirit of the Lord came upon Samson, his cords were loosed: where the Spirit of the Lord is, there is liberty, and those are free indeed who are thus…Read the comment
- Tyndale Open Study Notes · v. 11The tribe of Judah missed a chance to end Philistine rule. They seemed willing to live under foreign control. We can only imagine what might have happened if the Judeans had fully followed the Lord’s covenant, which instructed them to take the land and drive out its inhabitants (see study note on Judges 1:1).Read the comment

Then the Philistines went up--to the high land of Judah. and spread themselves in Lehi--now El-Lekieh, abounding with limestone cliffs; the sides of which are perforated with caves. The object of the Philistines in this expedition was to apprehend Samson, in revenge for the great slaughter he had committed on their people. With a view of freeing his own countrymen from all danger from the infuriated Philistines, he allowed himself to be bound and…Read the comment
