Context of Joshua 9:19
17The Israelites set out at once to investigate and reached their towns in three days. The names of these towns were Gibeon, Kephirah, Beeroth, and Kiriath-jearim. 18But the Israelites did not attack the towns, for the Israelite leaders had made a vow to them in the name of the Lord, the God of Israel. The people of Israel grumbled against their leaders because of the treaty. But the leaders replied, “Since we have sworn an oath in the presence of the Lord, the God of Israel, we cannot touch them. 20This is what we must do. We must let them live, for divine anger would come upon us if we broke our oath. 21Let them live.” So they made them woodcutters and water carriers for the entire community, as the Israelite leaders directed.

- Adam Clarke Bible Commentary · v. 19We have sworn unto them - Although the Israelites were deceived in this business, and the covenant was made on a certain supposition which was afterwards proved to have had no foundation in truth, and consequently the whole engagement on the part of the deceived was hereby vitiated and rendered null and void; yet, because the elders had eaten with them, offered a covenant sacrifice, and sworn by Jehovah, they did not consider themselves at liberty to…Read the comment
- Matthew Henry Concise Commentary · v. 14-21Verses 14-21 The Israelites, having examined the provisions of the Gibeonites, hastily concluded that they confirmed their account. We make more haste than good speed, when we stay not to take God with us, and do not consult him by the word and prayer. The fraud was soon found out. A lying tongue is but for a moment. Had the oath been in itself unlawful, it would not have been binding; for no obligation can render it our duty to commit a sin. But it was…Read the comment
- Tyndale Open Study Notes · v. 18-21Israel could not violate this treaty, even though the Gibeonites tricked them into making it. Violating a covenant sworn by an oath before the Lord would have shown a lack of respect for God's name and honor (compare Genesis 27:30–38).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 18-2718-27. the children of Israel smote them not--The moral character of the Gibeonites' stratagem was bad.
