Context of Ezekiel 28:25
23I will send a plague against you, and blood will be spilled in your streets. The attack will come from every direction, and your people will lie slaughtered within your walls. Then everyone will know that I am the Lord. 24No longer will Israel’s scornful neighbors prick and tear at her like briers and thorns. For then they will know that I am the Sovereign Lord. “This is what the Sovereign Lord says: The people of Israel will again live in their own land, the land I gave my servant Jacob. For I will gather them from the distant lands where I have scattered them. I will reveal to the nations of the world my holiness among my people. 26They will live safely in Israel and build homes and plant vineyards. And when I punish the neighboring nations that treated them with contempt, they will know that I am the Lord their God.”

- Adam Clarke Bible Commentary · v. 25When I shall have gathered the house of Israel - In their long captivity, God had been preparing the land for them so as to make it a safe dwelling; and hence he executed judgments on all the heathen nations round about by means of the Chaldeans. Thus Tyre and Sidon were destroyed, as were the Ammonites and others who had been the inveterate enemies of the Jews. Judgment first began at his own house, then proceeded to the heathen nations; and when they…Read the comment
- Barnes’ Notes on the Bible · v. 25The contrast of the future of Israel with that of the surrounding nations. This prophecy reaches far beyond a mere temporal restoration. It points to times of more permanent security, when from all nations and kingdoms the Church of Christ, the Israel of God, shall be gathered in, when the power of the world shall be forever broken, and the kingdom of Christ shall be established forever. This transition from the enemies to the people of God closes the…Read the comment
- Matthew Henry Concise Commentary · v. 20-26Verses 20-26 . The Zidonians were borderers upon the land of Israel, and they might have learned to glorify the Lord; but, instead of that, they seduced Israel to the worship of their idols. War and pestilence are God's messengers; but he will be glorified in the restoring his people to their former safety and prosperity. God will cure them of their sins, and ease them of their troubles. This promise will at length fully come to pass in the heavenly…Read the comment

He would also bring his people back to Israel. There, they would live safely, build homes, and plant vineyards. These were common signs of covenant blessings in the Old Testament (see Micah 4:4; Zechariah 3:10). After God punished the neighboring nations and restored his people, they would find peace. The nations would recognize…Read the comment
