Context of 2 Kings 18:12
10Three years later, during the sixth year of King Hezekiah’s reign and the ninth year of King Hoshea’s reign in Israel, Samaria fell. 11At that time the king of Assyria exiled the Israelites to Assyria and placed them in colonies in Halah, along the banks of the Habor River in Gozan, and in the cities of the Medes. For they refused to listen to the Lord their God and obey him. Instead, they violated his covenant—all the laws that Moses the Lord’s servant had commanded them to obey. 13In the fourteenth year of King Hezekiah’s reign, King Sennacherib of Assyria came to attack the fortified towns of Judah and conquered them. 14King Hezekiah sent this message to the king of Assyria at Lachish: “I have done wrong. I will pay whatever tribute money you demand if you will only withdraw.” The king of Assyria then demanded a settlement of more than eleven tons of silver and one ton of gold.

- Matthew Henry Concise Commentary · v. 9-16Verses 9-16 The descent Sennacherib made upon Judah, was a great calamity to that kingdom, by which God would try the faith of Hezekiah, and chastise the people. The secret dislike, the hypocrisy, and lukewarmness of numbers, require correction; such trials purify the faith and hope of the upright, and bring them to simple dependence on God.Read the comment
- Tyndale Open Study Notes · v. 9-12The narrator mentions Samaria's fall to show Assyria's dominance at the time. Samaria fell because Hoshea turned away from God. This sets up the story of Hezekiah's strong faith and how God interacted with him (2 Kings 18:19–19:19).Read the comment
