Context of Isaiah 23:3
1The burden against Tyre. Wail, you ships of Tarshish! For it is laid waste, So that there is no house, no harbor; From the land of Cyprus it is revealed to them. 2Be still, you inhabitants of the coastland, You merchants of Sidon, Whom those who cross the sea have filled. And on great waters the grain of Shihor, The harvest of the River, is her revenue; And she is a marketplace for the nations. 4Be ashamed, O Sidon; For the sea has spoken, The strength of the sea, saying, “I do not labor, nor bring forth children; Neither do I rear young men, Nor bring up virgins.” 5When the report reaches Egypt, They also will be in agony at the report of Tyre.

- Adam Clarke Bible Commentary · v. 3The seed of Sihor "The seed of the Nile" - The Nile is called here Shichor, as it is Jeremiah 2:18, and 1 Chronicles 13:5. It had this name from the blackness of its waters, charged with the mud which it brings down from Ethiopia when it overflows, Et viridem Aegyptum nigra fecundat arena; as it was called by the Greeks Melas, and by the Latins Melo, for the same reason. See Servius on the above line of Virgil, Georg. 4:291. It was called Siris by the…Read the comment

The word שׁחר shichor is derived from שׁחר shachar “to be black” Job 30:30, and is given to the Nile from its color when it brings down the slime or mud by which Egypt is rendered so fertile.
