Context of Deuteronomy 20:7
5“Then the officers shall speak to the people, saying: ‘What man is there who has built a new house and has not dedicated it? Let him go and return to his house, lest he die in the battle and another man dedicate it. 6Also what man is there who has planted a vineyard and has not eaten of it? Let him go and return to his house, lest he die in the battle and another man eat of it. And what man is there who is betrothed to a woman and has not married her? Let him go and return to his house, lest he die in the battle and another man marry her.’ 8“The officers shall speak further to the people, and say, ‘What man is there who is fearful and fainthearted? Let him go and return to his house, lest the heart of his brethren faint like his heart.’ 9And so it shall be, when the officers have finished speaking to the people, that they shall make captains of the armies to lead the people.

The provisions in this verse refer to a case of this kind; for it was deemed an excessive hardship for a…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 5-85-8. And the officers shall speak unto the people--literally, Shoterim, who are called "scribes" or "overseers" (Ex 5:6). They might be keepers of the muster-roll, or perhaps rather military heralds, whose duty it was to announce the orders of the generals (2Ch 26:11). This proclamation (De 20:5-8) must have been made previous to the priest's address, as great disorder and inconvenience must have been occasioned if the serried ranks were broken by the…Read the comment
