Context of Numbers 1:19
17Moses and Aaron took these men whose names had been specified, 18and they called the whole community together on the first day of the second month. The people registered their ancestry by their clans and families, and the men twenty years old or more were listed by name, one by one, as the Lord commanded Moses. And so he counted them in the Desert of Sinai: 20From the descendants of Reuben the firstborn son of Israel: All the men twenty years old or more who were able to serve in the army were listed by name, one by one, according to the records of their clans and families. 21The number from the tribe of Reuben was 46,500.

Commentaries on Numbers 1:19
- Tyndale Open Study Notes · v. 17-46The count of 603,550 shows the same number of qualified men as mentioned in Exodus 38:26. Exodus 12:37 and Numbers 11:21 give an approximate number of 600,000. People have interpreted these numbers in different ways: The numbers might show the actual size of this army (see Exodus 1:9–10). The numbers might be symbolic. A later editor might have estimated, or might have misunderstood while translating. See also study note on Exodus 12:37.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1919. As the Lord commanded Moses, &c.--The numbering of the people was not an act sinful in itself, as Moses did it by divine appointment; but David incurred guilt by doing it without the authority of God. (See on 2Sa 24:10).Read the comment
