Context of Isaiah 8:7
5The Lord spoke to me again: 6“Because this people has rejected the gently flowing waters of Shiloah and rejoices over Rezin and the son of Remaliah, therefore the Lord is about to bring against them the mighty floodwaters of the Euphrates— the king of Assyria with all his pomp. It will overflow all its channels, run over all its banks 8and sweep on into Judah, swirling over it, passing through it and reaching up to the neck. Its outspread wings will cover the breadth of your land, Immanuel!” 9Raise the war cry, you nations, and be shattered! Listen, all you distant lands. Prepare for battle, and be shattered! Prepare for battle, and be shattered!

- Barnes’ Notes on the Bible · v. 7The waters of the river - By the river, in the Scripture, is commonly meant the river Euphrates, as being, by way of eminence, the largest river with which they were acquainted; and also as being that distinguished by the fact that Abraham had lived beyond it, and crossed it; see the note at Isaiah 7:20.
