Context of Genesis 9:3
1Then God blessed Noah and his sons, saying to them, “Be fruitful and increase in number and fill the earth. 2The fear and dread of you will fall on all the beasts of the earth, and on all the birds in the sky, on every creature that moves along the ground, and on all the fish in the sea; they are given into your hands. Everything that lives and moves about will be food for you. Just as I gave you the green plants, I now give you everything. 4“But you must not eat meat that has its lifeblood still in it. 5And for your lifeblood I will surely demand an accounting. I will demand an accounting from every animal. And from each human being, too, I will demand an accounting for the life of another human being.

- Adam Clarke Bible Commentary · v. 3Every moving thing - shall be meat - There is no positive evidence that animal food was ever used before the flood. Noah had the first grant of this kind, and it has been continued to all his posterity ever since. It is not likely that this grant would have been now made if some extraordinary alteration had not taken place in the vegetable world, so as to render its productions less nutritive than they were before; and probably such a change in the…Read the comment
- Barnes’ Notes on the Bible · v. 1-7Verses 1-7 - The Blessing of Noah 2. מורא môrā' “fear, reverence, awful deed.” חת chat “dread, breaking of the courage.” Noah is saved from the deluge. His life is twice given to him by God. He had found grace in the sight of the Lord, and now he and his family have been graciously accepted when they approached the Lord with burnt-offerings. In him, therefore, the race of man is to be begun anew. Accordingly, as at the beginning, the Lord proceeds to…Read the comment
- Tyndale Open Study Notes · v. 2-3There are two changes to the original order of creation: Before the flood, humans ruled over the animals (1:28). After the flood, animals would fear humans. This uses language often connected with military victory (see Exodus 23:27–31, Deuteronomy 11:25; 31:8). This fear is connected to a change in human diet. Humans were now allowed to eat animal meat, in addition to grains, fruits, and vegetables (Genesis 1:29).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 33. Every moving thing that liveth shall be meat for you--The third part concerns the means of sustaining life; man was for the first time, it would seem, allowed the use of animal food, but the grant was accompanied with one restriction.Read the comment
